USDA Funding for Biofuels Infrastructure

USDA announced this week $100 million in funding for infrastructure through the Higher Blends Infrastructure Incentive Program (HBIIP). This program seeks to market higher blends of ethanol and biodiesel by sharing the costs to build and retrofit biofuel-related infrastructure such as pumps, dispensers and storage tanks required to compatibly distribute and store biofuels containing more than 10% ethanol (such as E15 or E85), or more than 5% biodiesel.


What is the Higher Blends Infrastructure Incentive Program?

The purpose of the HBIIP is to increase significantly the sales and use of higher blends of ethanol and biodiesel by expanding the infrastructure for renewable fuels derived from U.S. agricultural products. The program is also intended to encourage a more comprehensive approach to market higher blends by sharing the costs related to building out biofuel-related infrastructure.


This USDA HBIIP funding announcement of $100 million follows $100 million awarded under the 2015 Biofuels Infrastructure Partnership, and another approximately $66 million awarded to date of a second $100 million announced under the 2020 initial iteration of the HBIIP program. This third and current batch of $100 million funding will support a variety of fueling operations, including filling stations, convenience stores and larger retail stores that also sell fuel. The funds will also support fleet facilities including rail and marine, and fuel distribution facilities, such as fuel terminal operations, midstream operations, distribution facilities as well as home heating oil distribution centers.
